Cycling Conditions in Finnish Municipalities Report 2023.

The Cycling Conditions in Finnish Municipalities Report for 2023 written by Marianne Turunen describes the status, trends and conditions of cycling promotion in municipalities. The survey was carried out by Jyväskylä University of Applied Sciences, as in the past editions, published in 2010 and 2018 respectively. For the scope of the research, a questionnaire was created and sent to nearly 300 municipalities in Finland and received up to 127 responses from the municipalities.

The questions took into consideration among other things, the political will to promote cycling, cooperation, the cycling planning, maintenance plan and the financial cycling budget.

In recent years, the promotion of cycling has reached smaller and smaller municipalities. The gap between small and large cities has narrowed, and cycling promotion programmes, strategies or other plans and initiatives to promote cycling have become more common, especially in smaller regional cities and municipalities, compared to 2018.

By 2023, a large number of medium-sized cities will have reached the level of large cities in terms of their cycling promotion efforts.The increase in the prevalence of cycling promotion programs is significant, as promotion programs are an effective way to implement the measures to promote cycling.

The report includes recommendations for action for the state and municipalities to promote cycling conditions. Some of the topics analysed in the report were the long-term and sustainable funding, the need for cycling data and monitoring data collection, and the need to highlight the resident and service aspects as part of winter maintenance.
