Future Use Cases of Digital Information Resources Mapped in the Turku City Region

The status of information resources supporting digitalisation, automation, service provision in transport and the needs for development were examined In the Turku city region. The study provided information on the current status of information systems and actors, as well as on the legislative requirements and national plans related to the development of information resources. The aim was to identify and prioritise the different use cases for information resources for short- and longer-term needs. The study focuses on the information resources and needs of regional actors, in particular the municipal sector. Based on the results of this study, a regional target state and development plan for information resources will be established.

A final outcome of the study was the definition of a common digital knowledge base for transport and mobility data for the entire region and integrating existing data from different projects, such as Föli (the overarching brand for regional public transport) or the Tuup MaaS solution.

The comprehensive plan was informed and created using a diverse set of resources, ranging from literature reviews to establish the state of the art, discussion of use cases, digital surveys, working group activities and the local analysis of the road network from a statics, physics and traffic flow standpoint of 5 municipalities.

A set of needs have been identified for the city of Turku and it’s most direct neighbouring municipalities:

  • Interfacing local systems with the national DigiRoad database, since the data types are not homogonous;

  • Data transfers and analyses need to be automatised to reduce the workload and competencies needed of teams. A possible regional cooperation is targeted;

  • Limited resources of smaller municipalities for the maintenance and development of digital tools and databases.

However, the Turku urban node has already made big progress in other areas of the digital strategy, which won’t require much further investments and which facilitate the use of a common digital mobility information database:

  • Within the city of Turku, a lot of high-quality and real-time information on mobility and traffic flows is already available and can be processed.

  • A lot of previous projects have already laid the ground work for the collection and management of data such as Tuup or the Mobility Service Map of the municipality.
