Chernivtsi (Ukraine)
The City of Chernivtsi is located in western Ukraine. Amidst a period of significant transformation and adaptation to European Union norms and laws, the City of Chernivtsi has chosen to participate in the Fellow Cities programme.
Since 2020, Chernivtsi residents have been actively involved in enhancing mobility within the city. The municipal transportation authority is currently undertaking efforts to modernize the trolleybus fleet and establish a bus fleet for areas lacking a contact network. The primary objective is to exchange experiences with counterparts from established European cities that have successfully navigated similar transitions.
Aim: By joining the Fellow Cities programme, the City of Chernivtsi aims to leverage additional expertise in effectively managing urban transportation systems. The City of Chernivtsi seeks to learn from their experiences as it progresses towards the goal of building a sustainable city. A significant milestone will be the development of a high-quality mobility plan for the city's central area and a comprehensive spatial development plan for the community. These plans will be informed by insights gathered through collaboration with fellow cities in the programme.
Challenges
The City of Chernivtsi currently faces several challenges:
Lack of a complete city bypass: The absence of a comprehensive city bypass route means that the entire transit flow, including heavy trucks, is forced to pass through the city center. This not only leads to congestion and traffic issues but also poses safety concerns for both motorists and pedestrians.
Inadequate bus station infrastructure: The City suffers from a shortage of bus stations equipped to handle the interception of buses at the city's entrances. This deficiency hampers efficient transfers for passengers to other modes of city transportation, such as trolleybuses and additional buses. Furthermore, the central bus station's location within a residential area exacerbates these challenges, creating further logistical and accessibility obstacles.
Objectives
The City of Chernivtsi is focusing on the following objectives :
Decreasing the frequency of daily trips by private vehicles: The City of Chernivtsi aims to reduce reliance on private vehicles by encouraging alternative modes of transportation such as public transit, cycling, and walking.
Promoting the utilisation of sustainable modes of transportation: The City is committed to promoting sustainable transportation options that minimise environmental impact and promote healthier lifestyles.
Minimising private transit traffic within the central area of the city: The City of Chernivtsi seeks to reduce congestion and improve the urban environment by limiting private transit traffic in the central part of the city. This objective aims to create safer, more pedestrian-friendly spaces and enhance the overall quality of life for residents.
