Lviv (Ukraine)

Lviv is the largest city in western Ukraine and the sixth-largest city in the country. In recent years, the significance of mobility in shaping the city's infrastructure and functionality has become increasingly apparent. Since 2029, The City of Lviv has approved a Sustainable Urban Mobility Plan (SUMP), which also aligns with the Trans-European Transport Network (TEN-T) policy.

Aim: Lviv has joined the Fellow Cities Programme intending to acquire new experiences to inspire innovative ideas for sustainable urban mobility development. Drawing inspiration from the well-developed mobility systems of three Urban Nodes involved in the SCALE-UP project—Antwerp (BE), Madrid (ES), and Turku (FI)—Lviv emphasizes knowledge exchange as a pivotal aspect of the programme. This exchange of ideas and practices is envisioned to contribute significantly to the implementation of sustainable mobility initiatives.

Challenges

Some of the main challenges facing the city of Lviv regarding transport and mobility are:

  1. Traffic safety: The City of Lviv grapples with a high number of accidents leading to fatalities and injuries. Ensuring the safety of road users, including pedestrians, cyclists, and motorists, is a pressing concern for the city.

  2. Insufficient quality of public transport: The quality and accessibility of public transportation facilities in the City of Lviv fall short, posing challenges for users reliant on public transit. Addressing accessibility issues and enhancing the quality of public transportation services are critical for improving mobility within the city.

  3. Increased car mobility: The rise in car mobility contributes to a surge in accidents and diminishes the appeal of urban spaces for pedestrians. The City faces the challenge of balancing the needs of motor vehicle users with the safety and convenience of pedestrians and other vulnerable road users.

  4. Development of areas without transport infrastructure: Certain areas within the City of Lviv lack adequate transport infrastructure, hindering connectivity and accessibility for residents and businesses. Addressing the development of these areas and improving transport infrastructure are essential for fostering sustainable urban development.

  5. Weak institutional capacity of the city council: The City council faces challenges related to institutional capacity, including poorly developed institutions and difficulties in achieving set goals. Strengthening institutional capacity and governance structures is crucial for effectively addressing transport and mobility challenges and implementing sustainable solutions in the city.

Objectives

The main goals in the field of mobility and transport for the City of Lviv are:

  1. Improving traffic safety: The City of Lviv aims to work towards achieving zero road traffic fatalities, prioritising the safety of all road users through targeted interventions, infrastructure improvements, and enhanced enforcement measures.

  2. Pedestrian-friendly city: The City envisions creating a pedestrian street network that is free of cars, transforming the city into a more pedestrian-friendly environment.

  3. Efficient, environmentally friendly, and comfortable public transport: Lviv seeks to enhance the efficiency, environmental sustainability, and comfort of its public transportation system.

  4. Optimising traffic flow in the city: The City of Lviv aims to optimise traffic flow within the city by implementing intelligent transportation systems, improving the road infrastructure, and implementing traffic management strategies to minimise congestion and enhance the overall efficiency of the transportation network.

  5. Promoting cycling as a means of transport: The City of Lviv is committed to promoting cycling as a sustainable mode of transportation. This involves developing cycling infrastructure, creating safe and interconnected bike lanes, and implementing policies and programs to encourage cycling as a viable alternative to car travel.

  6. Well-coordinated mobility management and a high level of employee competence: The City of Lviv aims to achieve well-coordinated mobility management practices and ensure a high level of competence among transportation employees. This involves effective coordination among various stakeholders, including government agencies, transportation providers, and the public, to improve mobility solutions and enhance overall transportation efficiency.
